USAID recently awarded the seven-year Evaluation, Learning, and Monitoring Initiative (ELMI) Activity in Somalia to Social Impact (SI). Through this single-award IDIQ valued up to twenty-four-million-dollars, SI’s support services in monitoring, evaluation, and learning will contribute to USAID’s goals of solidifying a foundation of democracy, stability, and prosperity in Somalia.

SI will support USAID/Somalia and its partners with comprehensive MEL services, including third-party monitoring and engineering, architectural, and environmental monitoring throughout Somalia. SI will conduct a variety of other tasks, such as assessments, evaluations, analyses, baseline data collection, results tracking, and activity progress reporting, to inform USAID/Somalia program management decisions and support the Mission Country Development Cooperation Strategy, Performance Management Plan, and learning agenda. SI will also strengthen the capacity of Somali organizations through training on monitoring, data collection, analysis, and reporting.

The SI consortium includes Altai Consulting, Eagle Consulting, Tusmo Consulting, and Apex Engineering, along with resource partner Sadar Development and Resilience Institute. The project will be led by an experienced East African team that will work out of Nairobi, Kenya to serve all regions in Somalia.
