Rachel has over 10 years of experience supporting domestic and international clients with the evidence they require for strategic decision-making across program design, performance measurement, evaluation, and organizational learning.
Rachel has worked in diverse technical sectors, including education, public health, workforce development, agriculture, counter-trafficking, governance, elections, advocacy, and social enterprises. She has extensive experience designing, managing and leading performance and outcome evaluations and designing adaptive, portfolio-wide monitoring frameworks. In addition to her technical expertise, Rachel has successfully led large and small BD efforts to expand corporate portfolios with USG and foundation clients.
Rachel holds an MA in Government from Georgetown University and is a returned Peace Corps Volunteer from Kenya.
