Mateusz Pucilowski is an evaluation methodologist working to improve development effectiveness through the design, implementation, and utilization of policy-relevant research. He provides strategic oversight of Social Impact’s technical divisions and is the lead technical innovation officer of the company.
Mateusz oversees a global portfolio of monitoring, evaluation, research, and learning (MERL) contracts. This includes serving as Chief of Party on the $30M+ USAID Democracy, Human Rights and Governance – Learning, Evaluation, and Research III (DRG-LER III) global research contract. His research focuses primarily on employment, positive youth development, media strengthening, and governance. He has worked on 45+ evaluations, presented at numerous conferences and workshops, published on evaluation, and worked in 20 countries. Mateusz specializes in evaluation capacity building and has trained hundreds of development personnel through 25+ deliveries of M&E courses around the world.
In addition to client-facing work, he has acted in a variety of managerial capacities, supporting Social Impact’s Senior Management Team with strategic planning, business development, systems/policy development, staff mentoring/supervision, and financial/resource management.
Prior to re-joining Social Impact, Mateusz spent a year embedded in USAID as an M&E Fellow. During this time, he provided technical assistance and capacity building support to the Policy (PPL/LER) and Africa Bureaus (AFR/SD/ED). Having worked on M&E issues as a donor and service provider, he has a keen understanding of the challenges experienced by both supply and demand perspectives. Mateusz also lectures on M&E at Duke University’s Sanford School of Public Policy.
