These evaluations provided PRM with valuable information about best practices and recurring mistakes in SHE programs for refugees. The findings and recommendations will shape PRM funding decisions and diplomatic engagement with multilateral and host government partners.
The evaluation began with a desk review on SHE programs worldwide to identify best practices. SI also reviewed documents from the seven implementing partners and three multilateral organizations examined by this evaluation. The team completed individual country case evaluations in Jordan, Turkey, and Lebanon in 2016. The contract culminated in a final report synthesizing the findings and recommendations, including a series of monitoring tools, illustrative indicators, for PRM and its partners use to strengthen M&E capacity and the quality of programming.
