We field multi-disciplinary teams and train team leaders to conduct efficient, rigorous evaluations that ensure objectivity, accuracy, and reproducibility.

SI works closely with federal agencies to build their internal capacity to use data effectively in policy making and programming decisions. We combine years of capacity building experience, methodological rigor, and understanding of unique data integration and performance management processes. We recognize that practitioners must own their performance management data and learning to be effective. Our approach incorporates change management factors and applies an organizational development lens to help organizations integrate data use into their programming. Our support in this area over the last 20 years has helped some of our clients become leaders in evidence building and use within the federal government.

Diversity and Equity Analysis
The use of measurement tools to advance organizational goals in Diversity, Equity, Inclusion and Accessibility (DEIA) is quite limited across all levels of government. We see many opportunities to utilize the tools of monitoring, evaluation, research and learning to fill these gaps and advance evidence based approaches to organizations’ DEIA objectives. We work closely with clients to understand their needs while exercising objectivity, methodological rigor, support for compliance, and accountability. Strategy and Design
SI’s strategic planning and program design services help clients maintain clarity and focus in achieving results amid changing conditions. We help clients develop principles to guide strategic choice, use predictive exercises to elaborate strategic planning scenarios, and develop evidence-based theories of change and logic models. In addition, we lead stock-taking of progress against current strategic plans, facilitate visioning retreats, conduct supporting analyses, and support Results Framework development.

Program Evaluation & Research Support BPA – Department of Labor
Social Impact holds a 5 year BPA to conduct evaluations, research and related services in support of the Department of Labor’s learning objectives. These services include evaluations, policy and program assessments, data collection and analysis, provision of technical assistance and expertise, communications, evaluation training, evidence translation, independent technical reviews of evaluation products, development of research protocols and standards, academic research, and other evaluation support services. -
Developmental Evaluation of Safer Summer Program – City of Portland
Social Impact is implementing a developmental evaluation for the City of Portland to evaluate the Gun Violence Reduction Programs within the City’s Community Safety Division, assist in the strategy development of those programs, and provide recommendations for Community Safety Plan revisions and changes to implementation approaches. Social Impact implements a developmental evaluation to generate continuous learning, engage community elders (including from the houseless population and the Black community in particular), and support rapid identification of adaptation of gun violence prevention efforts through a public health lens. -
Impact Grant Performance Evaluation – Toyota
Social Impact evaluated Toyota’s grant to unite community and empower homeless women and children in Collin County to overcome crisis and poverty. Through this evaluation, Social Impact evaluated supplemental financial and service support to homeless women and children in Collin County for housing, transportation, childcare and development, education, and vocational training by the Collin County Mobility Collaborative (CCMC) provides.
