Jacquie leads the Somalia ELMI team in Kenya and Somalia as Chief of Party. She actively manages relationships with USAID Somalia and ELMI consortium partners, and supports the SI ELMI team to do their best work. She ensures that ELMI delivers high quality services to the client in each of the priority service areas covered by the program, among them Third Party Monitoring, Data Quality Assessments, Performance Management, STTA and Support services. Her 23 years of experience include long-term program management, M&E and technical advisory positions in Kenya, Somalia and Namibia, as well as short-term STTA to multiple countries in Central, Eastern, Western and Southern Africa as well as Nepal.
Jacquie has previously held senior leadership positions serving as Country Manager for Pact’s Kenya/Somalia office, Senior Technical Advisor for M&E and Capacity Development, and Program Coordinator for a regional USAID/Leahy War Victims Fund funded program in post-war countries in Africa. She has direct experience working on Health, Economic Strengthening, Natural Resource Management, Democracy, Stabilization and Governance programs, including fragile contexts.
Jacquie embraces diversity and values building strong teams, maintaining a healthy work environment and relationships, and delivering on program commitments to communities and clients. She holds an MSc in Organizational Development from the United States International University, Africa, and a Certificate of Advanced Study in Evaluation from Claremont Graduate University.
