Social Impact has been contracted by the Millennium Challenge Corporation (MCC) to design and implement the evaluation of the Off-Grid Electricity Access Project (OGEAP) in Benin. The OGEAP’s objective is to increase access to electricity, and thereby (i) increase the hours of operation for businesses and public and social services, (ii) reduce reliance on costlier sources of energy, (iii) reduce losses of products and perishable goods, and (iv) improve productivity for users of electricity.
The evaluation of OGEAP will have two main components. The first of these is a mainly qualitative performance evaluation of the Enabling Environment Activity and the functioning of the OCEF grant facility as a mechanism; this performance evaluation does nevertheless include a quantitative portion focusing on OCEF grant applicants. The second component will be a quantitative impact evaluation centered on the effects of a collection of individual OCEF grants on three groups of beneficiaries (households, enterprises, and communities). SI is releasing this Request for Proposals (RFP) for all quantitative work is the subject of this Request For Proposals.
SI requests that all bidders examine the specific requirements contained in this Request for Proposals (RFP) and prepare responses pursuant to the terms of this RFP. All questions related to the RFP are to be submitted by Monday, April 1, 2019 and will be answered by Wednesday, April 3, 2019, 17.00 ET.
