Social Impact (SI) requests quotes for the creation of a web-based database of approximately 50,000 consultants for a prospective USG funded proposal. The information included in the database will be derived from individual curriculum vita (CVs). The CVs must be uploaded and accessible through a search mechanism. The data will be entered into fields approximately 15-35 fields, including but not limited to:
- Name
- Education
- Years of experience
- Technical expertise
- Language competency
- Categories of sectoral experience
- Geographic experience
- Familiarity with USAID programming procedures
- Current and signed biodata form on file
- Consultant agreement on file
- Field Assignment Completed
- Date of confirmed availability
- SI or other Partner Affiliation
- Other USG agency experience
Features
We will need the database to be searchable using Boolean search terms. We will need the database to serve as an applicant tracking system, and a database to house consultants. It will be web-based, and accessible via any Internet browser. We will need to have user access log ins. We will need the capability to upload and parse CVs and enter the vital information onto fields (and have the consultants send their CV into the system). We will need the capability to develop and download customized reports based on the fields. We will need the ability to email (and record emails sent and received) to consultants through the system. We will need the ability to record notes for each consultant. We will need the database to store consultant documents in a secure way.
Ongoing Database Maintenance
- Monthly maintenance to make sure the application is running at peak performance
- 25 hours per month for maintenance
- Server and database maintenance
- System maintenance
- Small upgrades per customer’s requests on the existing modules
- CV import into the database (using 3rd party provider)
- Full text search of the database, including uploaded CVs
- User manual
- Hardware upgrade consultation
SI requests that all bidders examine the specific requirements contained in this Request for Quotes (RFQ) and prepare responses pursuant to the terms of this RFQ. The deadline for email submissions of full quotes is 5pm EST, May 11, 2021. Please refer to the RFQ for a detailed documentation of project background and scope of work. Please note that this Request for Quotes is part of a competitive proposal process, and no contracts or service agreements will be entered into until contract award.
