Sam brings more than 15 years of industry experience and an extensive working knowledge of the Office of Management and Budget (OMB) Circulars, Federal Acquisition Regulations (FAR), Code of Federal Regulations (CFR), Generally Accepted Accounting Principles (GAAP), and Cost Accounting Standards (CAS). He also worked on projects and initiatives serving clients like USAID, DOD, DOS, DFID, EU, the Global Fund, PMI, PEPFAR, CDC, in addition to various private sector and foreign-government clients.
Sam assumed several financial leadership roles in the United States and internationally. He led change management efforts, established finance departments in multiple countries, designed financial and operational workflow processes, and led risk mitigation initiatives. He has consistently supported strategic design efforts related to the organizational financial health, business intelligence, and market positioning.
Sam’s career has taken him to several exciting international posts such as Turkey, Ghana, Iraq, and Lebanon. In addition to these long-term assignments, Sam led the financial management of programs implemented in Yemen, Jordan, Egypt, Syria, Germany, Rwanda, and Madagascar.
