As Program Director, Jennifer Mandel contributes to leadership in Social Impact’s (SI) Strategy, Performance, and Learning Division. She is also responsible for high-level oversight and quality assurance of various tasks within the Division’s portfolio and provides technical assistance across the monitoring, evaluation, and learning spectrum. She previously worked as a Chief of Party of SI’s Haiti Evaluation and Survey Services contract, and as Technical Director for SI on a wide-range of projects including, performance evaluations, assessments, and proposals, especially related to qualitative methodologies. In that capacity, she participated as team leader or team member on various projects, and as a technical lead on proposal development. She also provided training on monitoring, evaluation, methodologies, and evaluation management. She is a gender expert.

Dr. Mandel has more than 20 years of experience in monitoring and evaluation (M&E) for international development programs, with extensive experience conducting M&E for US Agency for International Development (USAID)-funded programs. Her experience includes hands-on supervision of all aspects of fieldwork, analysis, and report writing. Dr. Mandel trained and managed international and local teams of up to 50, and managed complex multi-project portfolios of up to four million USD. She has a comprehensive knowledge of USAID and European Union (EU) rules and regulations, and provides strategic project guidance, working closely with donors to ensure responsive project implementation.

Dr. Mandel holds a Ph.D. and M.A. in Geography from The Ohio State University, and an M.P.A. from Indiana University’s School of Public and Environmental Affairs. She is fluent in English and French.
